The Proposal: Qatar Rail is seeking a private- sector partner that will deliver and operate the Doha Metro Park and Ride facilities at Al Wakra and Lusail through a Design, Build, Operate and Transfer contract model. Under this system, the private- sector partner shall be responsible for financing, constructing and operating the public infrastructure facilities and in return will be granted a right to generate revenue from the facilities and land adjoining the parking area for a specific period of time (concession period), and will be issued with rights to use the land at no cost. At the end of the concession period, the facilities on the land will revert to the State of Qatar in a fit and operable condition.
Audience: • Private Sector Partners that are able to demonstrate relevant experience in Public-Private-Partnerships or similar, in Designing, Building, Operating and Transferring (DBOT) parking and or other facilities for large, complex, customer focused organisations in the public transportation sector or other similar public sectors.
• Private Sector Partners that can demonstrate the ability to form or be part of a consortium/ Joint venture with relevant players such as financiers, designers, contractors, operators etc. • Private Sector Partners that can demonstrate the ability to carry out and implement a successful Design, Build, Operate and Transfer model for the Al Wakra and Lusail Park and Ride facilities.

The prequalification process is due to launch for the following services to Qatar Rail:
• Doha Metro Railway Operator Contract. • Lusail Tram Railway Operator Contract. • Facilities Management Contracts for Doha Metro and Lusail Tram.
Doha Metro Phase 1
Doha Metro Phase 1 (the Metro) comprises three lines: Red Line, Green Line and Gold Line. Approximately 65km is underground and 17km is elevated or at grade. The Metro will have 37 stations in operation with 2 stations having access to the Lusail Tram and 2 stations having access to Education City People Mover System. As part of Phase 1 there will be 1 maintenance depot, including the operational control centre, and 2 light maintenance depots.
The Metro will consist of over 70 train sets capable of GoA 4 unattended train operation and a minimum operational headway of 90 seconds. An automated fare collection system will be implemented.
Testing and commissioning is expected to take place over 2017 to 2019, followed by staged revenue operations from the end of 2018 to the end of 2019. The Metro is expected to operate three classes of travel with an estimate of 640,000 daily boardings.
Lusail Tram Phase 1
Lusail Tram Phase 1 (the Tram) comprises four lines: Red Line, Yellow Line, Green Line and Purple Line. The total route length is approximately 31km of which 9km is in tunnels. The Tram will have 34 stations in operation and 1 depot, including the operational control centre.
The Tram will consist of 35 trams, which are manually driven and supported by an Automated Train Protection system. A minimum operational headway of 150 seconds is expected with trams taking priority at junctions. An automated fare collection system will be implemented and integrated with the Metro system.
Testing and commissioning is expected to take place over 2017 to 2019, followed by revenue operations staged between 2019 and 2020. The Tram is expected to operate two classes of travel with an estimate of 60,000 daily boardings.
Railway Operator Outline Scope
A contractor will be appointed to operate the Metro (the Doha Metro Railway Operator) and a contractor will be appointed to operate the Tram (the Lusail Tram Railway Operator).
The Doha Metro Railway Operator and Lusail Tram Railway Operator, within their respective railways, will have overall responsibility for the performance and safety of the world class railways. The Railway Operators services will include:
• Operating the passenger services including control centre and station control rooms.
• Customer services on the trains and trams and in the stations.
• Safety and security including crowd control and evacuation.
• Cleaning, inspection and maintenance of "trackside" civil structures and equipment.
• Support during testing and commissioning.
• Maintenance of systems and rolling stock or management of existing maintenance contracts.
Facilities Management Outline Scope
Multiple contractors will be appointed to carry out facilities management services in and around the stations (the Facilities Management Contractors). The Facilities Management Contractors will assume the same scope of services but will be appointed for different stations.
The Facilities Management Contractors will be responsible for the experience and safety of customers within and around their respective stations. The Facilities Management Contractors services will include:
• Cleaning inside and outside stations including landscaping.
• Day-to-day management of retail, food and beverage outlets including management of fit-outs.
• Management, cleaning, inspection and maintenance of park and ride.
• Cleaning, inspection and maintenance of architectural finishes and "back of house" rooms.
• Cleaning, inspection and maintenance of station civil structures and equipment.
• Support during testing and commissioning.
• Waste management and pest control.
The Railway Operator and Facilities Management services will be procured through competitive tendering and will be awarded by Qatar Rail.
Criteria for Participation in the Industry Awareness Day and Prequalification
Applicants wishing to participate in the Industry Awareness Day and receiving the prequalification document(s) must meet the following main criteria:
Railway Operator Main Criteria
• Previous project experience: Metro and Light Rapid Transit railway projects.
• Financial stability and finance capability to undertake high value and long term contracts.
• Ability and evidence of managing an integrated system including maintenance and integration of operations, systems and rolling stock to deliver reliable services.
• Ability and evidence of managing stewardship of infrastructure assets including management of sub-contractors and direct labour organisations.
• Internationally recognized accreditation in terms of quality, health, safety and environment.
Facilities Management Main Criteria
• Previous project experience: Metro Railways, Light Rapid Transit Railways, Airports, Hospitals, Civic Buildings, Five Star Hotels and high quality Shopping Mall projects in Qatar, MENA and internationally.
• Financial Stability and finance capability to undertake high value and long term contracts.
• Capacity to undertake large scale projects and ability to demonstrate details of existing contracts.
• Ability and evidence of multi-discipline facilities management and maintenance management using asset management systems.
• Management level, supervisory level, skilled and unskilled labour force capacity and availability.
• Internationally recognized accreditation in terms of quality, health, safety and environment.
• Demonstrate local Qatari content and knowledge and training to the local market.
• Evidence of compliance with mandatory standards for migrant workers welfare.
